Introduction
Cambium Developments is a Hampshire-based family company specialising in housing developments that deliver real community benefits. We are preparing an outline planning application for up to 35 new homes and a village green on land South East of The Wayne, Fyfield.
This consultation is an opportunity for local residents and Fyfield Parish Council to view the draft proposals and provide feedback before a planning application is submitted, helping to ensure the scheme reflects local priorities and provides lasting benefits for Fyfield.
About the Site
The site lies on the south-eastern edge of Fyfield, adjoining Grange Close and Walnut Tree Ground, and contains an agricultural grassland field with three agricultural barns that benefit from planning permission for the demolition of the barns and erection of 5 dwellings (ref. 24/01897/FULLN).

Vehicular access to the site is from Walnut Tree Ground to the north-east of the site via the existing site entrance.
To the north-west of the site is existing residential development along Grange Close, Fyfield Road and Walnut Tree Ground, where a mixture of bungalows and modest two-storey dwellings are located. To the north-east and south-east are farmed arable fields with hedgerow boundaries and large trees. To the south-west of the site are a collection of agricultural barns, which are part of Manor Farm, and Church of St Nicholas. To the west of the site is a grass field and a bank of vegetation, beyond which is Fyfield Grange.
The site is not within the Fyfield Conservation Area, and there are no Tree Preservation Orders (TPOs) within the site.
Public right of way 095/1/1 lies adjacent to the northeast and southeast boundaries of the site, but is separated by a vegetation belt consisting of hedging and trees.
The Environmental Agency’s Flood Map for Planning identifies the Site is within Flood Zone 1, meaning it has a low probability of flooding (less than 1 in 1000 annual probability of river or sea flooding).
Why Here?
There’s a shortage of land for new homes in Test Valley and the Council only has enough land to meet housing needs for about 2.7 years, well below national requirements.
The Draft Test Valley Local Plan 2042 recognises that growth in villages is needed to sustain their vitality and help maintain local services. Fyfield is particularly well placed to accommodate modest growth that provides tangible local benefits.
Fyfield is already a sustainable rural village with access to key local services including a primary school, sports facilities, and community hall.
The site is available, deliverable, free of major constraints and well-screened by existing vegetation. It can also help to address the village’s significant shortfall in public open space identified in Test Valley’s own Open Space Audit, while delivering affordable homes for local people.
